how can i implementation this strategy ?

when timeframe is 4H and RSI indicator cross down the TOP Line (value= 70) Until rsi toch The BOTTOM LINE (value= 30) ( this term can make sometime ...and fluctuation between 30 / 70(but dont toch them).)
at this Condition i said... when RSI in 5Minutes Timeframe for everytime its cross down the Top Line( Value= 70) i want to take short like 0,1 lot VOL and 20pip TP / 20 pip SL

i cant find the soulotion for this . how can i a make ?
