OCO order means "One cancels the other" .. You place 2 orders and if 1 of them gets executed the other one gets deleted. Some stock brokers offer that order type. For forex brokers I haven't seen it, yet.
No, it's not correct. TVI can have one only value at a time and you are asking for that value to have two different numbers. That's impossible. However that can happen on different candles. Now both conditions are required for candle 0 so that will never happen.

However, you can limit the in the close block that it should apply only to buy, sell or both (default). May that help you?
