Same working EA shows error on a new installed MT4 teminal?

Hi, I have installed another mt4 Terminal to test my strategy with different prameters.. the EA that works perfectly fine on the old terminal generate the following error on the new terminal. "the EA wants to place 0.0 lot orders".
I have attached the message here..

The problem is not with the EA, I have tried other EAs as well, none of them work in the new terminal. there must be something with the terminal and the installation..
I recieve this eror righ after attaching the EA even before running the EA.. and of course the EA does not open any trade in the strategy tester neither..

i solved migrating to win11, but i don't know the reason yet

Thats is exaclty the problem!
any other fixes rather than migrating to windows 11? is MT4 build 1420 downloadable?

i don't know, maybe there are "outdated" version on web......
