MTF - Smaller TF executing when larger TF isn't valid?

In this picture, there are buy signals being executed. This is the 1HR chart which is the higher TF. The lower TF is the 15min. These buy signals in the picture shouldn't go off unless the 1HR has 2 green bars in a row first. Then it could look for a signal on the 15min.

I guess blocks 37,38,62 and 63 are used for variables, right?
