How Create one order ( buy Or Sell Or Both ) in every Candle open Through Any Second?

i Want know How i Do create one Order ( buy or Sell O both ) when Active My Condition EA in Every Candle Create .

Some Body Tell Me use ( Once Per Bar ) , But this Condition Create in Next Candle When My Condition EA Active in last Candle
i Dont Want This

I want my order Do if My Condition EA happen immediately in any second through Candle ( M1 Or M5 Or M15 Or M30 elc ) in Every new Candle open , Not Wait Do in next Candle , And create one order only ( buy Or Sell Or both ) in every new Candle create in case of my condition EA Active.
How i do That ?
