How to avpid trading when market is dead

Hi looking to not trade when market is straddling. Is there a way to avoid this?

I was thinking perhaps dont trade at certain time of day but what time would that be per country?
I was thinking of using something that follows the trend but how would that work?
I was thinking of attatching a impulse up,/down to an indicator but even on a simple moving average it does not work the way i initially thought it would work. Does anyone have any ideas to share?
