Turn Off Block error

Hello
when i Turn OFF block 323 and 78 block then this does not buy or sell happen based on 130 and 131 block.when Block is on 323 and 78 then buy and sell happen only..but this should always buy or sell when block 323 and 78 off then buy or sell should be based on 130 and 131 block ....can anyone check it please thanks.

Actually i m Trying to On/off block based on True/false condition in EA..like some Condition is False into EA then it should Skip that block condition so i did turned OFF that block through on/off switch .but problem is when switched off that block..EA does not make any trade.
