Pip Size Parameter doesn't work on Forex Pairs

I tried to make the EA understand what is 1 pip by writing :
0.00001 = 0.0001
0.001 = 0.01

but it keeps taking only 0.01 lot size instead of 1 percent of balance
I don't understand why
