Building EA based on certain time

Hi everyone...need your kind help to generate EA for trading based on certain time, let say trade buy at 05:00:00, with this scenario:
1). Open price for candle (hourly) at 05:00:00 is below the open price at 04:00:00 minus 100 pips.
Example:
Open candle at 04:00:00 = 1,13500
If open candle at 05:00:00 is 1,13490 the no trade. But, if open candle at 05:00:00 is 1,13390, then trade BUY (but depend on point 2 below)
2). If highest price of candle (hourly) at 04:00:00 is below +60 pips from its open price, then trade BUY. But, if above 60 pips, then no trade.
3). If point 1 & 2 above result on trade BUY, then TP is 160 pips and SL is 300 pips (vol: 1 lot)
