Chinkou Span

Hello everyone

I want to make this condition:
The close of 26 candles before being under the Chinkou Span line but it didn't work, I checked it and I understand that the Chinkou Span line does not work at all, I tested it by a simple condition that the Chinkou Span cross above Tenkan-sen but it still didn't work.

Why the Chinkou Span line does not work?

I read some of the question and answer and I almost understand that it is because of candle ID 26, but I didn't get it!
