Higher time frame conditions then lower time frame conditions?

For example if i wanted a 15m candle to cross above 20MA as a condition and then 1min candle to cross below the 20MA within 30 minutes how would i do that

Candle 1 open<20ma, candle 1 close>20ma 15m TF, set flag to true, check flag and see if candle crosses on 1m, count the time with a variable, set flag false if doesn't happen, and wait for another cross.
