i dont understand this pending order block on pip offset

can somebody teach me this, why price offset, when is time to entry pending order, then why price offset?

This example explains the meaning a little better.
You have value and you want to have some distance from it. ASK and BIT are unsuitable for placement because you then have to ensure that these prices are not queried again before the order is triggered, because then the pending order would be postponed again or a new one would be set.
