Pending order based on the pips count from the opening of new Candle

Hi! Please can you help me, I want to know the blocks that I should use on this logic. The opening of the candle zero it will placed a buy limit with a specific pips distance to the opening let say 20 pips if the candle is bull candle. For the sell limit the condition is vice versa. TIA
