EA won't run [register?] on my PC but runs on another PC fin

I know this is prob on my end but for whatever reason I save and compile the EA. I close MT4 & restart and it is in my indicators folder and I can access it but it never acts like it attaches to my chart and it never shows up in strategy tester.
Just wonder if you have ever run into a problem like this?

EAs are to be used from "/experts" folder, indicators are read from "experts/indicators", scripts (one-shot EAs) from "experts/scripts". For MT5 is similar, but these folders are in "/MQL5".
