What's a magic start number?

Hello Everybody,

I am kind of new to fxdreema. Could you help me make an adviser for this conditions: When RSI is above 70, SELL current currency pair with Take profit = 10 pips, and Stop loss = 5 pips. When RSI is below 20, BUY current currency pair with Take profit = 10 pips, and Stop loss = 5 pips.

Could you please help me with this!?

Also, in MT4 upon loading it just says "starting..." and it doesn't change?
