I guess you are talking about the minute of an hour.

Try setting a variable, say,
x = TimeMinute(TimeCurrent())

Don't know if it would work in backtest. I often used Time[candle_id] instead. Time[candle_id] returns the start time of candle

In simple case such as once per bar execution, you may use the comment block to print out the tick time using the TimeCurrent() function
