EA not working

The problem is in the "indicator moves within limits" block.... when Bollinger lower/upper for 1M timeframe moved within the last 15M candle (upper lvl is the Candle's high and lower lvl is the Candle low) thats when its supposed to open a trade......

Its not doing that...plz help

Those 2 circles in the image....in the last prev 20 candles, price went below the upper BB........thats how my EA is supposed to work, that if the price past through the bollinger upper, it shld sell.

I never used those blocks so I can't tell if they are correctly configured. I see the first circle is clearly above the upper BB, but not the second. Why should a trade be open in the second case?
