Range Breakout at specific time with seconds!

Hi people,
I've been trying trying and trying from the past couple days but nothing works.
The idea is very simple.
Input will be a specific timestamp ex: 18:59:58
All I want the ea to do is at this time, when the candle is still not closed, to get the high and low made till now, depending on the TF, if its 5 min then the high made in the last 4:58 mins, if its 1M then high and low made in last 58 secs.
Now that we have the high and low.
Place buy stops at high, sell stops at low, with OCO and I was also thinking of giving input of buffer, where x points/pips can be give to add and subtract from high and low before placing order.
I'm using the time filter function and start and end time as 18:59:58 and 18:59:59, which placing pending order i'm using price level, market condition, high/low of time range and specifying the time there as 18:59:00 to 18:59:58.
I don't know what I'm doing wrong but the ea wont work...
