I get you need the high and low proce between 02:00 and 03:00. That's easy. WhatI don't get is the criteria used to identify the shift change. Is it an up fractal first, then a lower low? I need some more info on that part.

You will need variables to control that lot size part. The martingale option by default in the block is not flexible enough, I'm afraid. On the other side, Are those new trades every 15 pips supposed to be open at the same time or as price moves on?

I don't know any block doing that. Maybe I'm wrong, though. Probably you'll have to use custom code AFAIK.
